Launch of the European Energy Community Facility project
The European Energy Communities Facility has announced its first call for applications. From now until 30 September, newly established energy communities from the 27 EU Member States, as well as Iceland, Moldova, North Macedonia and Ukraine, can apply for a grant of €45,000 to develop a robust business plan for their project.
Furthermore, if selected, you will gain access to national programmes for knowledge exchange and capacity building, which will be useful for developing and implementing your business plan.
Over €3 million will be allocated to 73 projects in the first call for proposals, enabling citizens to become the driving force behind a fair, democratic and sustainable energy transition.
The grant will cover all preparatory work required to develop a business plan for a green energy community: technical and financial assessments, legal and administrative procedures, as well as other tasks related to pre-project preparation, such as a feasibility study. The costs of developing a viable, technically sound and investment-attractive business plan are also covered.
The main aim of the competition is to help new energy communities secure funding and professionally establish their operational activities; however, existing energy communities planning to expand their scope of services may also apply.
Terms and conditions:
- be a registered legal entity;
- the project proposal submitted must comply with one of the official definitions of an EU energy community;
- be registered in one of the countries participating in the competition;
- undertake to fulfil all the conditions of the grant support.

To ensure equal opportunities for all, applications will be divided into two regional categories based on the level of development of the legal framework for green energy communities in each country. This means that initiatives from countries where conditions are more challenging will not be competing against applications from countries with a more favourable context. Applications will be assessed by independent experts to ensure a fair and balanced selection process. They will evaluate the community’s organisational capacity, the project’s ambition, the coherence and feasibility of the application, as well as its impact on the local community.

In addition, national information sessions in local languages are planned in all participating countries. The information session in Ukrainian will take place on 4 July 2025 at 15:00 Kyiv time.
