How Vinnytsia’s Green Deal is affecting the community’s energy sector

Russia’s armed aggression has shaped the priorities and objectives of each community in the energy sector. This is reflected, in particular, in the desire to have their own decentralised sources of electricity to meet their own needs. 

The Vinnytsia City Territorial Community has committed to achieving the green transition and climate neutrality: since 2022, the community has been implementing the Vinnytsia Green Course as a strategic development direction. Energy and energy efficiency are among the areas where the objectives necessary to achieve the green transition and climate neutrality have been defined.

In 2025, the community began developing a Sustainable Energy and Climate Action Plan (SECAP), which will include a so-called municipal energy plan. The development of these planning documents must take into account the experience gained during the implementation of the Vinnytsia Green Course and the community’s strategic priorities as a whole.

The team at the Resource and Analytical Centre “Society and Environment” analysed how the experience of implementing the Vinnytsia Green Course can contribute to the transition to a sustainable energy system in the community, as part of the project “Vinnytsia Green Course: From Strategy to Practice”, implemented by the Sustainable Development Agency “Synergy” and the Resource -Analytical Centre “Society and Environment” in cooperation with Vinnytsia City Council, with the support of the International Renaissance Foundation.

This analytical note is based on the results of two studies: an assessment of the implementation of Vinnytsia’s Green Course in 2022–2024 and the work carried out as part of the development of the Roadmap for the Development of Green Energy Communities in the Vinnytsia City Territorial Community.

In addition, the results of the facilitated presentation “Vinnytsia’s Green Course”, which took place on 14 May 2025, were used in the preparation of this analytical note.
