Call for Bids to Select Contractors for the Development of a Guide on Establishing “Green Energy Communities in Ukraine”
The non-governmental organization “SYNERGY Sustainable Development Agency” is seeking experts to develop and prepare for publication a practical guide on establishing “Green Energy Communities in Ukraine.”
Service period: October 25 through December 4, 2023
The following work is planned:
— Research and preparation of materials in Ukrainian for the publication of a guide on establishing “Green Energy Communities in Ukraine” (4 experts). The guide is expected to be approximately 50 pages long (4 chapters of 12–13 pages each);
— Design and editorial layout of the guide on establishing “Green Energy Communities in Ukraine” (1 expert).
Source of funding for the purchase:
This procurement is necessary for the printing of a guide on establishing “Green Energy Communities in Ukraine” as part of the project “Green Recovery of Ukraine: Supporting the Democratization of Renewable Energy Sources and Energy Communities,” Project No. 23-6-205/12571030, dated September 9, 2023, with financial support from the Heinrich Böll Foundation, Kyiv Office — Ukraine.
Interested individuals and organizations (companies, sole proprietorships) must submit the following documents:
— a tender proposal in the form of a price list (application form), which must include the following: the name of the organisation (company, sole trader), type of organisation (company), address, telephone number, fax number, email address, and website address (if applicable);
— the taxpayer’s individual tax number (organisation (company), sole trader), the organisation’s (company’s, sole trader’s) bank account details, a copy of the registration certificate, a copy of the document confirming taxpayer status;
— a detailed summary outlining experience in providing such services;
— a quotation that must specify a fixed price in hryvnias and indicate the cost of producing one standard printed page of the manual;
— any other documents that may be useful for evaluating the proposal (e.g. letters of recommendation, links to guidelines you have developed, any analytical work, etc.).
Technical specifications for contractors
It is planned to engage four experts, each of whom will be responsible for writing one of the chapters of the guide.
The terms of reference for the experts stipulate:
- gathering relevant information (data and materials on green energy communities) required for the drafting of a practical guide;
- reviewing the documents and information provided by the NGO ‘Sustainable Development Agency “SYNERGY”’;
- studying the legal framework and developing a business model for energy communities;
- preparing document templates suitable for use by energy communities in Ukraine.
It is planned to engage one expert to design and edit the guide on establishing “Green Energy Communities in Ukraine”
Expected outcome: A practical guide on establishing ‘Green Energy Communities in Ukraine’ has been developed. The materials produced are intended to provide activists and communities with the necessary information for establishing and developing energy communities in an accessible format.
Вимоги до виконавців:
- Практичний досвід у сфері відновлюваної енергетики не менше 3 років;
- Досвід розроблення практичних посібників, аналітичних матеріалів, будь-якого видання тощо.

Правила оформлення тендерної пропозиції учасника:
- Учасники мусять подавати пропозиції в електронному вигляді на електронну адресу ngo_agency@sdasynergy.org. У рядку «Тема» електронного повідомлення потрібно зазначити «Тендер на залучення експерта з розроблення та підготовки до друку практичного посібника».
- Надані копії документів мають бути якісними.
- За достовірність наданої інформації відповідає заявник.
- Строк дії тендерної пропозиції мусить становити не менше 2 місяців з моменту подання тендерних пропозицій.
- До участі в оцінюванні Тендерною комісією ГО «Агенція сталого розвитку «СИНЕРГІЯ» допускаються тендерні пропозиції, які повністю відповідають умовам Запиту.
