Vinnytsia’s Green Deal: from strategy to practice
The project “Vinnytsia’s Green Deal: From Strategy to Practice” is being implemented with the support of the Renaissance Foundation.
Implementation period: November 2024 – August 2025
Project objective. To promote the green recovery and transformation of the Vinnytsia City Territorial Community (VMTG) by achieving the objectives of the Vinnytsia Green Course, including the implementation of the concept of green energy communities within the community as a means of achieving the VMTG’s sustainable energy development goals.
The relevance of the project stems from global trends and the priorities of national and local development. The project aligns with the global Sustainable Development Goals (7, 9, 11, 12, 13, 15) and local priorities, as the Vinnytsia City Territorial Community (VCTC) is a leader in the development of local documents in the field of environmental safety and climate neutrality. Indeed, in 2022, the VCTC was the first to proclaim the ‘Vinnytsia Green Deal’, the basis for the implementation of which is the principles and foundations of the EU’s ‘European Green Deal’ initiative. Consequently, the community has a strong interest in improving existing documents, developing innovative approaches and establishing a system of measures aimed at environmental safety and achieving the community’s development priorities. The implementation of the project will have a significant social, economic and environmental impact through the development of an effective system of measures and the promotion of green energy communities. The current crisis in the electricity sector creates additional incentives to seek new solutions and models, and energy communities are one of them. At the legislative level, work is already underway to transpose the EU’s 4th Energy Package into national law, of which the creation of energy communities is an integral part; consequently, there will very soon be a need to integrate this concept into local communities’ energy plans. Successful experience in implementing this concept into strategic and policy documents will enable the developed model to be scaled up to other communities.
